Personality:
Well, Sasuke calls himself an avenger constantly throughout the series and that's as good a description as any. He's extremely focused on his goals and will do whatever it takes to achieve them. Originally his goal was to murder his brother as revenge after his brother slaughtered their clansmen, including their parents. When he finally does manage to accomplish this goal, he discovers that his brother only did what he did because he was ordered to secretly by their village. Upon learning that his brother was used in this way and more or less sacrificed Sasuke vows to take revenge on the village itself.
Growing up with this kind of goal (his parents were murdered when he was eight) Sasuke has matured very quickly. He's extremely proud of his lineage and of the elite strength of his now nearly extinct clan, something that has caused him to isolate himself from others. He possesses both a superiority and inferiority complex as a result as well, believing himself better than most and thinking he's wasting his time with those that are weaker than him. As soon as he finds someone stronger than he is, however, he often overreacts and lets his explosive anger take over. (This is seen often with Naruto, specifically when Sasuke notes his strength after the other's fight with Gaara.) This is what drives Sasuke to leave Konoha in part one of the series, going to live with Orochimaru for roughly two and a half years in order to gather strength.
While it's true that he's anti-social, rude, and unfriendly, Sasuke has a genuine respect for life and avoids killing others whenever possible. He also values his teammates, old and new, and while he does his best not to think about Konoha or those that live there because he considers it a distraction from his goal he has admitted that he considers Naruto to be his best friend. His closeness with them, however, has diminished significantly since he left to join Orochimaru.
This being said, a lot of Sasuke's personal morality flies out the window when his rage gets involved. It's said by Tobi that his legacy, and that his family's legacy, is hatred, and also that he now bears this massive burden alone. He objects repeatedly to killing people uninvolved with his goals but as soon as he comes close to one of the targets of his revenge he is willing to slaughter anyone in his way. Similarly to being distorted by his anger, Sasuke often loses his head to his own strength. Multiple times throughout the series he experiences a significant growth in his power and it's often followed by him acting out of control or even cruel.
By the end of the series he's gained enough emotional control to step back and evaluate his actions, questioning what his goal should be outside of the cycle of revenge he's continued to perpetuate. This introduces a more logical and open Sasuke, particularly after his revolutionary and extreme plan to right the wrongs in the ninja world (by killing the current world leaders and establishing himself as a unifying villain for the nations) is thwarted by Naruto. He's then willing to return to the village at long last, expressing his desire for redemption and vowing to find a better way to improve the world.
As for other tidbits, Sasuke is a bit of a perfectionist thanks to that inferiority complex. He's also seen as being very neat and spartan when it comes to his living arrangements, viewing his personal surroundings as unimportant and decorations as unnecessary. His hobbies (literally, listed in the character book and everything) are walking and training. He's very reasonable and logical but has a very impressive temper if it can ever be sparked (as mentioned earlier). While he's quite traditional and well-bred thanks to his roots in an old and elitist clan, Sasuke tends to be very rude and disrespectful. Additionally, he's frequently called a genius in his village -- and outside of it, when his reputation further grows -- and excels at almost everything he attempts. Finally, he's the subject of constant romantic attention from females of all ages throughout the series, of which he's either ignorant or ambivalent.
Abilities:
As a ninja in a Jump series, this is lengthy. I will try to summarize as much as possible.
- ability to utilize a variety of fire techniques, including Amaterasu, a black fire attack that burns endlessly (requires a lot of his energy)
- ability to utilize his energy to affix him to -- or repel him from -- objects or to balance his weight (e.g. lets him run on water or walk on ceiling or jump super high)
- ability to utilize electric techniques
- ability to disguise his voice and body (can look like a tree, mouse, other person, the limit is his imagination)
- extremely enhanced speed
- ability to replace his body with another object in order to avoid an attack (he has to have prepared this technique slightly ahead of time)
- ability to summon snakes and hawks of all shapes and sizes
- high proficiency with many types of weaponry
- high proficiency in a variety of martial arts
- ability to create clones of himself
- probably most importantly, the Sharingan. This is his hereditary eye technique that he can activate at will. Here is a link to its description. At his current canon point he has acquired the Mangekyou and the Rinnegan.
Dampening
Upon arriving he experienced considerable dampening to his powers and is currently suffering through a gradual regain in accordance with his ratings and with time. Naturally he's miserable about this. Dampened powers are as follows:
- ability to use basic shinobi skills (transformation, clones, replacement) (regained)
- ability to use Mangekyou
- ability to use Rinnegan
- ability to use illusions
- summoning skills
